Bristol Township man charged with DUI and homicide in Philadelphia hit-and-run accident…

A Bristol Township resident is facing serious Pennsylvania criminal charges including four felonies after fleeing the scene of a fatal pedestrian car accident on Tuesday, May 5, 2009 in Philadelphia.

A Philadelphia resident was crossing West Erie Avenue at North 19th Street at 8:21 p.m. when he was struck by a car driven by Luciano Rios, 30, of Croydon, Bucks County, Pennsylvania.

Rios drove away from the scene of the Philadelphia hit and run car accident and struck another car in the 4300 block of Clarissa Street. A passenger in that car suffered minor personal injuries. Rios’ car then hit a median and then was disabled. He then tried to flee on foot before being apprehended.

Rios is now facing involuntary manslaughter charges, as well as homicide by vehicle, homicide by vehicle while DUI and fleeing the scene of a fatal car accident.

  1. what a terrible incident to have occured. I have no idea about the law, … but it sounds like a case of charging the person with the most, before an investigation and determination could be made.otherwise, why the 2 levels. if the person was drunk, driving, and did this, with no intent to purposely kill this person, as in, a vendetta against him, …. there is no murder, …. it was an act of dui, …….. a very very good attorney, may well be able to get a person off on causinbg such an accident, with life long revoke of license, 5 years AA or program, and 10 years probation, …..

    i know it sounds bad, but if the man was , lets say, a multi millionaire, and owned or was co owners, in a substantial manfuacting plant lets say, …. and hired the best attorney he could, and was really sorry, … he might not even get jail time on a first offense involuntary manslaughter
    i say this because, when i worked at IVC, a vitamin manufacturer no longer in business as such, was sold, bought, stock swaps, etc…, the founder, who was basically legally blind, …from my understanding, accidfently killed a pedestrian, ……. charged with ijnvoluntray manslaughter, …. and the lawyer did well, no jail time, …

    it happens, accidents happen

    with this case, the dui complicates things, …… but murder, no way, ..unless there is evidence of murder, it wasnt murder, …..all those charges, sound like to me, the police charged with everything, … and will lets the courts settle it out,

    and , to me, this is a problem ,, the police should first investigate if this man had an aggravated cause to kill this particular person, over a dispute, or something, or not.

    Accidents happen??? Are you serious? My uncle was man that was killed. It doesn’t matter if he was rich, famous, or whatever. He took a life and almost took others lives’ as well. What he committed was manslaughter because it was not premeditated. Stop trying to sound like a lawyer and get back to whatever you consider your profession. Let the courts do their job because they seem to handle legal situations better than “armchair lawyers/cops” such as yourself. Just for FYI spell check is added to computer systems for a reason. Please in the future learn how to use it.

  3. hey, i wss not refering to the civil suit, or wrongful death suit,…….
    my side was only refering to the criminal/traffic side of the case, which , no matter what, will be sealed to a civil suit,… the civil suit is something totally different, and is easily winnable by the victims and victims’ families,…..
    in nj they have such a thing a civil reservation, which means any out come or tesimony, or anything presented in the criminal/traffic side, can not be used in a civil court for accident casses.

    Like I said whatever you profession is please stick to that. Stop trying to be an armchair lawyer. We are not concerned with a civil suit if that is any of your business in the first place. You would know that if you read my statement correctly. I am speaking in regards to a criminal case. Watching Law & Order doesn’t make you an expert. Furthermore, I don’t really care about NJ law because my uncle was KILLED in Philadelphia. Last time I checked wasn’t that city in Pennsylvania? There are many parts of this case that you don’t know and will never know. So while you polish up on your detective skills my family is grieving. Once again, spell check is a beautiful little wonder-embrace it.

  6. I think his actions speak more than Jim the fake lawyer. Maybe you should be his lawyer since you know so much. Have fun reading REAL blogs by lawyers and acting like you know what you’re talking about. While you’re doing my family will continue to mourn my uncle his victim.
